A tax free budget for the fiscal year 2009-10 with total outlay of 489.83 billion rupees has been presented in Punjab Assembly (PA) while Rs 175 billion have been earmarked for development works.

Budget was announced by Punjab finance minister Tanveer Ashraf Kaira here Tuesday.

A sum of Rs 54.52 billion have been allocated for law and order, Rs 21.77 billion for health sector and Rs 22.38 billion for education sector while Rs 7.50 billion will be spent on Food Stamp scheme, Rs 14. 20 billion on food stamp scheme, R s 2 billon on green tractor scheme and Rs 4 billion will be earmarked for allowing subsidy on atta, he indicated. .

Rs 19 billion have been allocated for payment of pensions, Rs 2 billion for development and expansion of emergency services, Rs 500 million on environment, Rs 400 million on information and culture, he pointed out..

A development budget amounting to Rs 8.12 billion will be given to planning and development and Rs 2 billion to district and Tehsil councils. Development funds of Rs 26 billion have been earmarked for Lahore Special Infrastructure development and Rs 4 billion for special arrangements.

Kaira told chief minister Shahbaz Sharif undertook visits of IDPs in adverse situation and announcement made by him that resources of Punjab were available for the IDPs won the hearts of the whole nation. Government of Punjab provided immediate assistance of Rs 100 million for IDPs, he added.

Punjab government played a pivotal role in the movement for independence of judiciary and it increased the salaries of judiciary three fold to ensure speedy and inexpensive justice in the province.

He went on to say agriculture sector was backbone of economy of the province. Government placed special focus on this sector. A bumper wheat crop was achieved in the province due to untiring efforts of the Punjab government. Chief minister Punjab visited the remote areas on his own to ensure transparent completion of procurement of wheat process, he pointed out. Over 5.8 million tone wheat has been purchased so far. Rs 2 lac per tractor subsidy was provided to farming community.

Government of Punjab has the honor to launch Susti Roti Scheme for the poor and disadvantaged segments of society and slum dwellers, he told. The relief provided to the common man by selling Rs 2 per roti was highly appreciated far and wide.

He went on to say government had provided facilities of medical treatment and free of cost medicines amounting to Rs 1.70 billion in the government hospitals.

Chief minister Punjab abolished self-fiancé scheme in the educational institutions and launched the policy of giving admission to the talented students on merit basis. Guard of honor was presented to outstanding students.

Government has decided to set up Danish school system in the province where accommodation, food, uniform and books would be provided free of cost, he indicated. 34000 educators were enrolled on the policy of merit only, he said.

Government has decided to sell out its land lying unutilized in transparent manner, he said adding a sum of Rs 13 billion to be accrued this way which will be spent on uplift projects in the province.

Rs 43 billion have been allocated for improvement in law and order situation in the next budget, he pointed out. Risk allowance equal to one-month salary was paid to policemen during 2008-9, he hinted.

Subsidy amounting to Rs 30 billion would be provided on the projects related to poverty alleviation and welfare-oriented projects through the budget for the financial year, 2009-10, he pointed out.

Government has decided to broaden the scope of Punjab Food Scheme and A sum of Rs 3.2 billion is being increased in the budget for this purpose as against the last year allocation, he said.

Subsidy of Rs 1 billion was being provided to Punjab Government Housing Foundation for providing constructed homes to government employees on their retirement in the province, he indicated. A loan of Rs 1 billion would also be extended in this respect, he added.

In the race of globalization Punjab will not lag behind and government of Punjab intends to set up a knowledge park and knowledge city in the province. Knowledge city covering 800 acres will be established near Lahore. Punjab Education Endowment Fund has been set up with the funding of Rs 2 billion to help the poor students in attaining higher education. Performance based incentive will continue for the teachers, he asserted.

1100 schools will be upgraded and proposal is under consideration to increase the budgetary allocation upto Rs 1.80 billion for providing books free of cost, he informed.

Reforms program would be launched for jails with the funding of Rs 300 million in order to improve service structure of jail employees.

Non-development expenses would be further curtailed, he announced. Development program will remain pro poor, he added. Social sector will stay atop this program, he stressed. Development budget for education is estimated over Rs 23 billion, he said.

A sum of Rs 1.60 billion have been projected in the budget for promotion of sports, he indicated.

Under the directives of chief minister Punjab ADAD had initiated water resource development project for the arid areas, he told. Government intends to construct multi-storey flats for providing homes to the inmates of slum dwellers at divisional headquarter level.

Government is determined to bring at par the areas of South Punjab with the developed areas of the province and a sum of Rs 5 billion have been earmarked for this purpose. A 3-year economic development plan at the cost of Rs 6.90 billion is being launched for South Punjab. Under this plan a medical college in Dera Ghazi Khan and a modern kidney centre are being constructed, he underlined.

Government has decided to provide facility of Internet in public parks and public libraries through wireless, he told.

He announced adhoc relief equal to 15 percent of their pay for government employees besides raising 15 percent pension of retired employees from July 1.
